You'll have to carefully cool down the planet so the ice caps grow larger and the water level drops, allowing you to discover new land. Of course, you can also build dams or reshape the terrain to create even more dry land.

And what about minerals? Water in contact with the ocean floor becomes mineral-rich, and you can easily extract those minerals using filters. The problem is that plants and plankton cannot grow in mineral-polluted water. So your first task is to clean some areas to allow plants to grow.
